Four parts of Civil Defense organization in the Azores

CVUA

Fire brigades

including 1300 men

first to arrive, e.g. mountain rescue

Health group

Armed forces

Police, security, national guard

Also includes 15 groups for rescue at sea (joint with Canary islands)

Structure of Civil Defense organization in the Azores

Above groups connected by dedicated communication network spanning 9 islands (600 km of distance)

Depends on Minstry of Equipement

Between 1980 and 1997, this structure was incipient.

Present structure grew out of 1997 landslides

Each county must have a civil defense service

Central service is located on Terceira island

Helicopters ready to fly in 35-40 minutes

Many presidents

Cunha’s background

Pilot in Air Force, trained in California, among other places

Previously responsible for Air Force maritime rescue center, which collects beacon data and saves sailors

On job since December 2000 under a 3-year contract

Still on active duty

Interested in simulations

Case studies

1999 plane crash on St. Jorge island

Interactions with journalists were challenging: shocking photos of mangled, bloody wounded and dead were not published

Now SRBCA runs courses for journalists

Simulation exercises

1 per year

most recent example simulated a large earthquake at west end of San Miguel Island

As partner P8, SRHE/SRBCA is responsible for WP2600 “EQ-VO-LS coupling disaster response”

Will work with CVUA to draft User Requirements Document before May 2, 2002
